Established in 1968 to promote home ownership, the Ginnie Mae guarantees better mortgage loans in the secondary market to mortgage lenders. This agency does not buy or sell loans or issue mortgage-backed securities. Therefore, Ginnie Mae's balance sheet doesn't use derivatives to hedge or carry long term debt.
